April 17, 2018 Special Meeting & Budget Workshop

President Jaqueway called the Special Board of Education Meeting of April 17, 2018 to order at 6:05 p.m.
President Jaqueway led everyone in the Pledge of Allegiance to the Flag.

Motion was made by Mrs. Gell, seconded by Mr. Burton to enter into Executive Session to discuss contractual items.

No – 0 Motion Carried
President Jaqueway declared the meeting to be in recess at 6:07 p.m.

The Executive Session came to order at 6:10 p.m. with Mr. Burton, Mr. Florussen, Mrs. Gell, Mr. Guasp, Mrs. Jaqueway, Mr. Kuehnle, Mr. Quandt, Ms. Blood and Superintendent Blanchard in attendance.

Motion was made by Mr. Florussen, seconded by Mr. Kuehnle to end the Executive Session  at 6:25 p.m.

Motion was made by Mr. Guasp, seconded by Mr. Florussen to return to the Special Meeting. RECONVENE SPECIAL MEETING

President Jaqueway declared the Special Meeting to be reconvened at 6:27 p.m.

BUDGET WORKSHOP
Superintendent Blanchard introduced Ms. Blood who presented the Board members with the 2018-19 Budget Summary by Function Codes spreadsheet and the 2018-19 Property Tax Report Card for their review.

Ms. Blood explained that previous budgets were determined using a rollover method but she prefers working using a zero base method. Ms. Blood explained the process of establishing a line-by-line dollar amount based upon administrative team work that starts with each teacher presenting their suggested needs for new curriculum/courses, textbooks, equipment, conferences, instructional media, technology needs, classroom items, transportation and any other various items. These considerations, as well as other line items discussed, brings the total budget to $23,822,954.

Enhancements to the existing programming includes additional funding for Regents Review classes over the summer, investments in the Music Department, which have been lacking over the past years, professional development for teachers to meet the new state standards and access to new research databases in the library.

Budget Highlights
Appropriations: $23,822,954; 1.74% change for 2018-19; $407,135 increase year over year Revenues: 2.13% increase in State Aid or $239,022; Tax Levy increase of 1.35% or $112,894

Motion was made by Mr. Burton, seconded by Mr. Quandt to adjourn the Special Board of Education Meeting.
