Call to Order & Pledge to the Flag
President Jaqueway called the Regular Board of Education Meeting of December 20, 2018, to order at 6:06 p.m.

President Jaqueway led everyone in the Pledge of Allegiance to the Flag.

Executive Session
Motion was made by Mr. Burton, seconded by Mr. Guasp to enter into Executive Session to discuss negotiations, matters pertaining to specific individuals, and contractual items.

President Jaqueway declared the meeting to be in recess at 6:07 p.m.

The Executive Session came to order at 6:10 p.m. with Mr. Burton, Mrs. Bernhardt, Mr. Florussen, Mrs. Gell, Mr. Guasp, Mrs. Jaqueway, Mr. Kuehnle, Mr. Gathen, Mr. Michael Fanning of Mosaic Associates, Ms. Blood and Superintendent Blanchard in attendance.

Mr. Gathen and Mr. Fanning left the Executive Session at 6:40 p.m.

Motion was made by Mr. Burton, seconded by Mr. Guasp to end the Executive Session at 7:30 p.m.

Review Agenda and Facilities Use Calendar
President Jaqueway reviewed the Agenda and the December/January calendar of events and facilities use.

The following were additions/changes to the agenda:

Privilege of the Floor
President Jaqueway offered the privilege of the floor.

Mrs. Veglia, 6th Grade Teacher, spoke about the 6th Grade Field Trip to Lake George for which fundraising is currently happening.  It is hoped that this day trip will become an annual event.

Ms. Bush presented the STA “Good News.”

Board of Education Report
Mr. Burton commented that the Christmas concerts were all lovely.

Mr. Florussen stated that the Little Indians programs were underway

Superintendent’s Report
• Farm-to-School Initiative Update: Superintendent Blanchard introduced Ms. Blood and Mrs. Polikoski who shared information using a power point presentation.
• Diversity & Inclusivity Initiative: Superintendent Blanchard discussed the status of the Committee to enhance our cultural proficiency in the District.  A trip is planned to another school district which has developed a curriculum for grades 6 through 8 which  could be utilized as a model.
• U.S. Army Field Band Information: Superintendent Blanchard reported that the Army Field Band will be coming from Washington, D.C. to perform for us in April 2019.  Alumni, as well as current students, will be participating.
• Capital Project Update: Superintendent Blanchard stated we’re still awaiting SED approval for Phase 2. Once final approval is received, the request for bids can go forth.

Approve D. Blanchard Contract
Motion was made by Mr. Guasp, seconded by Mr. Burton that the Board of Education approve Schoharie Central School District to continue the appointment of David M. Blanchard as Superintendent of Schools for a term of four years, commencing July 1, 2018, upon the terms and conditions set forth in a written Agreement between the parties, and hereby authorizes the President of the Board of Education to execute the Agreement on behalf of the Board.

Motion was made by Mr. Florussen, seconded by Mrs. Gell that the Board of Education accept the recommendations of Superintendent Blanchard to take action on Personnel Items b. through 1. as follows:

THAT the Board of Education approve Erika Robert for a 0.5 Additional Period Stipend of $4,000 for the 2018-19 school year, effective retroactive to 11/19/18.

THAT the Board of Education appoint Kelly Blain as long-term Per Diem 2nd Grade Substitute Teacher for approximately 8 weeks, effective retroactive 12/10/18, first thirty days per diem substitute rate $100/day; on the thirty-first consecutive school day commencing
Step 1 – $43,969 pro-rated according to STA Contract.

THAT the Board of Education appoint the following individuals Musical Advisors as listed for the 2018-19 school year:

THAT the Board of Education accept the resignation of Tanya Healy as LPN/Teacher Aide Resignation (SCEA MOA dated 9/1/18), effective 12/21/18.

THAT the Board of Education appoint Tanya Healy Elementary Teacher Aide, Salary Step 9 $15,788 per SCEA Contract, approximately 6.5 hours/day, effective 12/22/18, according to the school calendar.

THAT the Board of Education approve the addition of Mary K. Cowley to the Capital Region BOCES Teacher Substitute Active List, Certified Teacher $100/day, effective retroactive to 10/18/18.

THAT the Board of Education appoint the following individuals and add their names to the Substitute Teacher Roster from the Capital Region BOCES Teacher Substitute Service,  effective 12/21/18:
1.    Biel, Patrick – Non-Certified Teacher w/ Degree $90/day
2.    Ferraro, Ashley – Certified Teacher $100/day
3.    Gabriel, Elise – Non-Certified Teacher w/ Degree $90/day
4.    Kadle, Austin – Certified Teacher $100/day

THAT the Board of Education approve the following individuals be added to the SCS Non-Certified Substitute List for the 2018-19 school year, at the current substitute pay rate, effective 12/21/18 unless otherwise noted:

Phyllis Kuhn – Teaching Assistant, Teacher Aide, Secretary
Ashley Geers – Teaching Assistant, Teacher Aide, Secretary

THAT the Board of Education approve the following Substitute Pay Rates, effective 12/21/18 unless otherwise noted, for the 2018-19 school year:
1.  Instructional without a Degree $85.00/day, effective 1/1/19
2.  LPN $16.00/hour
3.  RN Bus Substitute $26.00/hour

THAT the Board of Education approve Stephan Haimowitz as Impartial Hearing Office for the 2018-19 school year.

THAT the Board of Education approve the Memorandum of Agreement between Schoharie Central School District and the Schoharie Teachers Association, clarifying the salary payment for all Off-Step Teaching Assistants, dated 12/20/18.

Claims Auditor Report, Warrant for November 2018
The Board received the report of the Claims Auditor for the November 2018 Warrant in the amount of $819,228.39 for their review.

CSE, CPSE and/or 504 Recommendations
Motion was made by Mr. Florussen, seconded by Mrs. Gell that the Board of Education accept the recommendation of the Committees and approve the authorization of funds to implement the special education program services and placements consistent with such recommendations for  the 2018-19 school year based upon the report submitted to Board members dated 12/20/18.
